05/28/2026, 10:10As part of the 5th Forum of Heads of Regions of the Member States of the Shanghai Cooperation Organisation (SCO), taking place on 28 May in Cholpon-Ata, Bishkek and the Chinese city of Zhengzhou signed an agreement establishing friendly exchange relations.
The document was signed by Victoria Mozgacheva, Deputy Mayor of Bishkek, and Wang Xuebing, Deputy Director of the Foreign Affairs Office of the Zhengzhou Municipal People’s Government.
According to Victoria Mozgacheva, the agreement aims to expand cooperation between the cities in various fields — from education and culture to sport and technology.
“This agreement allows us to expand the scope of our cooperation. This could include education, culture, sport and technology. In other words, it broadens the scope of our interaction specifically with the city of Zhengzhou,” she said.
The Deputy Mayor noted that Bishkek is already actively cooperating with foreign twin cities and partner cities within the framework of the SCO. As one example, she cited the Delphic Games, which were held in Kyrgyzstan with the participation of the organisation’s member states.
According to her, cooperation is developing not only in the humanitarian sphere, but also in the fields of technology and the economy. Bishkek is exchanging experience with other cities, as well as studying foreign solutions in the transport sector.
“We are also choosing our transport – buses, electric buses. We import all of this from abroad,” noted Mozgacheva.
She also emphasised that international cooperation creates additional opportunities for business. According to her, joint platforms and bilateral meetings help to build economic ties and discuss potential projects.
As part of the forum, a ceremony was held to exchange folders of signed documents between regions, cities and free economic zones of the SCO member states. The signed agreements are aimed at developing trade and economic ties, investment cooperation and strengthening inter-regional relations.
