03/18/2026, 13:50Bishkek City Council is introducing temporary measures that allow participants in shared-ownership construction projects on municipal land to quickly obtain a technical passport and a certificate of consent to the transfer of property rights.
The main news for co-investors is that it is now sufficient to provide a deposit of just 10% of the floor area of flats or non-residential premises ready for ‘self-finished’ work. This deposit serves as a guarantee for the subsequent purchase of the land plot and simplifies bureaucratic procedures.
The City Council’s order was adopted on 12 March 2026 on the instructions of President S.N. Zhaparov. A draft resolution amending the rules for land purchase has been published on the Bishkek City Council’s website, making the process more transparent and predictable for investors.
In essence, a minimum deposit is sufficient to speed up the processing of documents, and co-owners can obtain the right to dispose of their property more quickly.
