09/23/2025, 11:52Based on the presidential decree «On measures to support low-income citizens (families) in the form of reducing electricity bills», from 2022, social support will be provided to low-income families with children under the age of 16 who receive the monthly «uy-bulogo komok» allowance.
According to this decree:
The regional offices of the Ministry of Labour, Social Security and Migration send updated lists of recipients of the ‘Uy-Bulogo Komok’ allowance to the regional offices of the Ministry of Energy on a monthly basis to ensure that preferential tariffs are provided.
As of 1 September 2025, 49,510 families out of 53,680 families receiving the benefit took advantage of the electricity payment benefits. This represents 92.2% of the total number of recipients.
The main reasons why some families were unable to receive benefits are: living in rented flats without individual electricity accounts; lack of title documents (red book) for housing for citizens living in cottage communities; temporary residence in industrial premises; living in conditions where there is no electricity supply (in sheepfolds, in newly built houses without connected power grids, or in the absence of a contract with energy companies). For these reasons, in a number of cases it was not possible to provide benefits.
