03/11/2026, 13:08At a meeting of the Jogorku Kenesh attended by President Sadyr Zhaparov, MP Elvira Surabaldieva reported cases where employees of the State Committee for National Security (SCNS) had seized property from citizens. According to her, the victims were mainly entrepreneurs who were afraid to file complaints against the special services. Some SCNS employees have already been suspended from work.
Surabaldieva stressed that she is ready to personally convey the complaints from entrepreneurs to the president. She also called for the publication of a list of property transferred to the state and clarification of what was transferred voluntarily and what was transferred under duress.
“I am receiving questions: how much property was taken from entrepreneurs, how much became state property, how much was taken under pressure, and how much was truly voluntary? They say that SCNS employees registered the property in their own names or those of their relatives. We are afraid to talk about this openly, but we ask that you convey this to the president,” the deputy said.
President Zaparov noted that he had given appropriate instructions to the heads of the Prosecutor General's Office, the Ministry of Internal Affairs, and the SCNS to investigate these cases.
“If someone took property for themselves or registered it under someone else's name, it must be returned to the state. If a business was taken away, it should be restored. This is currently being worked on,” he said.
In addition, Zhaparov promised to conduct an audit of all property transferred to the state, including land, kindergartens, institutions, and factories, so that the exact amounts could be determined by the end of the year.
