05/19/2026, 09:57Kyrgyz President Sadyr Japarov has signed a law amending the “Road Fund Act.” The document was adopted by the Jogorku Kenesh on April 22 and takes effect on the date of its official publication.
According to the amendments, the objectives of the Road Fund have been clarified. Now, the fund’s money can officially be allocated not only for the construction and repair of roads, but also for the development of road infrastructure, technical supervision, and summer and winter maintenance of public roads.
The law also expands the list of expenses that can be financed by the Road Fund. In particular, the funds may be used for:
In addition, the document allows for a portion of the funds to be allocated to the administrative expenses of agencies responsible for road management. However, the expenditures of the Ministry of Transport and its subordinate units are limited to no more than 10% of the Road Fund’s annual revenues.
At the same time, the law repeals several previous provisions of the “On the Road Fund” Act, and the Cabinet of Ministers is instructed to bring its regulatory acts into compliance with the new standards within one month.
