03/27/2026, 17:48On the sidelines of the Digital Qazaqstan 2026 international digital forum, the Eurasian Development Bank and the Ministry of Digital Development and Innovative Technologies signed a memorandum of understanding on cooperation, laying the groundwork for joint efforts to develop Kyrgyzstan’s digital infrastructure and government digital platforms.
The document was signed by Tigran Sargsyan, Deputy Chairman of the EDB Board, and Azamat Zhamanulov, Minister of Digital Development and Innovative Technologies.
Representatives of the organizations also held a business meeting, during which an agreement was reached to organize discussions on 15 Kyrgyz projects currently under joint development with the EDB’s Digital Initiatives Fund, as well as on the possibility of implementing new promising projects.
The memorandum was one of the outcomes of a meeting last May between Adylbek Kasymaliev, Chairman of the Cabinet of Ministers, and Tigran Sargsyan, Deputy Chairman of the EDB Board and Head of the Digital Initiatives Fund.
Under the memorandum, the parties will work together on: supporting digital infrastructure development projects, including the development and modernization of government information systems, platform solutions; the joint implementation of projects to develop digital services for citizens and businesses, including e-government services and mobile government services; the development of data processing and analysis technologies, including the creation of big data analytics platforms; the development of government data management systems; and the implementation of artificial intelligence technologies in public administration.
The partnership with the EDB will contribute to the development of digital transformation tools and practices within the ministry’s areas of activity.
The EDB Digital Initiatives Fund was established in June 2020. Its goal is to assist in the development of digital transformation tools and practices in EDB member states, including through the integration of information resources and participation in the development and financing of projects. The DIF’s flagship project is the “Traveling Without COVID-19” app, which is successfully used in nine CIS countries.
The Eurasian Development Bank (EDB) is a multilateral development bank engaged in investment activities across the Eurasian region. For 20 years, the EDB has been promoting the strengthening and expansion of economic ties and the comprehensive development of member countries.
As of the end of December 2025, the EDB’s cumulative portfolio included 326 projects with a total investment volume of 419.6 billion.
The majority of the EDB’s portfolio consists of projects with an integration effect in the areas of transport infrastructure, digital systems, green energy, agriculture, industry, and mechanical engineering. In its activities, the bank is guided by the UN Sustainable Development Goals and ESG principles.
As part of its 2022–2026 Strategy, the EDB is implementing three megaprojects: the “Central Asian Water and Energy Complex,” the “Eurasian Transport Framework,” and the “Eurasian Commodity Transport Network.”
