The Eurasian Development Bank (EDB) has proposed building a new power line between Kyrgyzstan and Kazakhstan

The Eurasian Development Bank has proposed considering the construction of a 500 kV Kemin–Almaty power line. This is intended to strengthen the energy link between Kyrgyzstan and Kazakhstan and reduce the load on existing grids.

The proposal is set out in the EDB’s report ‘Energy Without Borders’, published on 29 October 2026.

In addition, the bank proposes accelerating the construction of the Frunze–Kemin power line, with a subsequent connection to the future Bishkek-500 substation. The project is part of the third phase of the REMIT programme.

According to the EDB’s assessment, the new lines will improve electricity transmission between the countries. In the summer, Kazakhstan will be able to receive electricity from Kyrgyzstan, whilst at other times it will be able to supply it in the opposite direction.

The bank also notes that, to ensure the reliable operation of the power system, it is necessary to develop digital monitoring, automatic regulation and electricity metering.
