Former lawmaker and contractors detained for overbilling on the Kambar-Ata HPP-1 project

The State Committee for National Security of Kyrgyzstan reported that violations had been identified during the preparatory phase of the Kambar-Ata HPP-1 project.

According to the agency, former Jogorku Kenesh deputy “S.K.K.”, as well as the heads of the contracting organizations “M.A.” and “A.R.”, have been detained as part of the investigation. They have been placed in the temporary detention facility of the State Committee for National Security.

Investigators believe that the former deputy, leveraging his administrative authority, provided patronage to a private company by lobbying on its behalf in exchange for financial compensation.

According to the case materials, experts from the Forensic Examination Service under the Ministry of Justice previously identified losses to the state resulting from the overstatement of work volumes by NarynHES and its contractors. The amounts involved are particularly large.

The State Committee for National Security (GKNB) noted that the investigation is ongoing. Additional investigative and operational measures are being conducted to establish the possible involvement of the detainees in other incidents, as well as to identify similar cases in the energy sector.

In addition, the issue of holding other officials involved in violations during the implementation of energy projects accountable is being considered.
