04/01/2026, 12:20The production capacity of Kyrgyzstan’s cement industry is more than double the volume of domestic consumption. With an installed capacity of 8.4 million tons per year, actual output in 2025 stood at 4.25 million tons, according to industry data. These figures are provided by the Ministry of Economy and Commerce.
A year earlier, production stood at 3.12 million tons. This is also significantly below available capacity. Thus, even against the backdrop of growing construction activity, the industry remains underutilized.
There are five major producers operating in the market:
Together, they have a total capacity of 8.4 million tons.
Tax revenues from the sector in 2025 amounted to 3.03 billion KGS, but their distribution among companies varies significantly. For instance, “South Kyrgyz Cement” and the Kant Cement Plant contributed over 2.3 billion KGS in taxes, while “Terek-Tash,” the largest in terms of capacity, contributed less than 100 million KGS.
Cement production growth has remained steady in recent years, rising from 2 million tons in 2019 to 4.25 million tons in 2025. However, even with this growth, the rate of increase in demand is insufficient to fully utilize existing capacity.
The current situation points to a structural imbalance in the industry, where supply outpaces domestic demand.
