Every year, more than 30,000 graduates enter the job market, competing for positions in over 130 industries

The National Forum “Validation of Professional Skills – A Step Towards Labour Market Development” was held in Bishkek, where Minister of Labour Kanat Sagybaev emphasised that validation is becoming a key tool for integrating specialists into the economy, both within the country and in international labour markets.

According to the Ministry of Labor, every year the education system produces tens of thousands of specialists who have received the same level of training. However, only about 31,300 young people actually enter the employment system, distributed across more than 130 sectors of the economy. The minister called these figures critically important for understanding the pressure on the labor market.

The minister noted that more than 55,000 people undergo career guidance each year before choosing a specialty.

“Validation is the last and most important stage before a young specialist enters the workforce. And then — entry into international labor markets,” Sagybaev emphasized.

He also spoke about the results of validation at production sites. According to him, out of 1,851 people who completed the internship, 1,256 (about 68%) found employment. This confirms the effectiveness of the “training through jobs” approach.

The minister highlighted the validation process for people with disabilities as a separate issue. Thanks to an automated system, it is possible to determine their degree of employability and their ability to return to the labor market. This is particularly important in the context of the updated legislation, according to which employers are required to declare 4% of jobs for people with disabilities.

Sagybaev also announced the restoration of a unified tariff and qualification grid, which will make it possible to more accurately determine the cost of training specialists and ensure the return on investment in training. Today, the Kyrgyz economy has more than 130 industries, for 78 of which professional standards have already been developed.

At the forum, the minister focused separately on the international mobility of personnel, mentioning the possibility of importing qualifications from Germany and expanding the geography of employment for Kyrgyz citizens.

“A higher level of qualification means a higher salary. This means more income for families in the form of remittances,” he noted.

In conclusion, the minister announced plans to open a new pre-departure training and validation center in Osh. The Center for Employment Abroad under the Ministry of Labor has already helped more than 22,300 citizens find employment in developed European countries.
