Head of the State Tax Service: We are building a relationship not between “controller and violator,” but between “the state and partner”

In his speech at a meeting of the agency's board, State Tax Service Chairman Almambet Shykmamatov said that the results achieved by the end of 2025 were not the result of favorable economic conditions or one-off measures.

He emphasized that this was the natural result of consistent and well-thought-out state policy implemented on the instructions of the President of the Kyrgyz Republic and the Cabinet of Ministers, as well as the result of the systematic, professional, and responsible work of the entire Tax Service team.

The head of the State Tax Service noted that the key result of 2025 was not only the over-fulfillment of planned indicators, but also a change in the philosophy of interaction between the state and taxpayers.

“We have begun to build a relationship not between ‘controller and violator’, but between ‘state and partner’. And it is precisely this change in thinking that has already had a measurable, tangible effect on the budget and the economy as a whole – a result confirmed by figures and development dynamics”, — emphasised Almambet Shykmamatov.
