    Kyrgyzstan's state budget started the year with a strong surplus

    At the end of the first quarter of 2025, Kyrgyzstan's state budget recorded a surplus, with revenues exceeding expenditures by KGS 53 billion. This is six times more than in the same period last year. The main contribution to revenue growth came from the transfer of profits from the National Bank to the budget—non-tax revenues increased 6.6 times and accounted for 80% of the total increase.

    Tax revenues also increased by 23% year-on-year. The largest increase was in corporate income taxes, followed by customs duties and taxes on goods and services, including VAT.

    Budget expenditures also increased, by almost 35%. The bulk of this went to economic development, including infrastructure investments. Appropriations for these purposes increased more than fourfold. Spending on the acquisition of non-financial assets also increased, by 25.6%.
