10/17/2025, 12:51The Ministry of Energy held the second round of national consultations on the environmental and social impact assessment (ESIA) project for the Kambarata HPP-1.
The consultations were attended by officials from the Ministry of Energy, staff from the department overseeing the Kambarata HPP-1 project, specialists from government agencies, representatives of local authorities, national and international public organisations, research institutions and the National Academy of Sciences. Participants also included experts on dam safety, social development, pasture management, cultural heritage protection, environmental protection, biodiversity and gender issues.
The purpose of the national consultations was to inform the public about the results and proposals of the EIA project, discuss the possible environmental and social impacts of the project and appropriate measures to prevent and mitigate them, collecting suggestions, comments and questions from stakeholders, and ensuring transparency and open dialogue at all stages of project preparation in accordance with international environmental and social practices.
During the consultations, the project team and technical experts presented the main components of the project, the anticipated environmental and social impacts, and the proposed mitigation measures. Participants actively discussed a wide range of issues, including seismic resilience, biodiversity conservation, water management, public health and safety, restoration of livelihoods, protection of cultural heritage, job creation for the local population and other topics. The importance of continuing to engage with communities and ensuring the effective functioning of grievance mechanisms was emphasised.
As in all stages of consultation during the preparation of the Kambarata HPP-1 project, all comments and suggestions received were recorded and will be carefully analysed for consideration in the subsequent update of the EIA and SEA.
Earlier, the Ministry of Energy held a series of consultations with residents of four aiyl aimaks located in the project area. These meetings were attended by about 300 people and discussed issues of pasture management, livestock grazing routes, infrastructure needs and the restoration of sources of income.
Consultations at the intergovernmental level will take place in early November 2025 with the participation of national, regional and international stakeholders.
The Ministry of Energy reaffirms its commitment to an open, inclusive and transparent process for the implementation of the Kambarata HPP-1 project and will continue to engage with all parties in accordance with the stakeholder engagement plan (SEP).
