10/02/2026, 15:39Citizens of Kyrgyzstan who hold a foreign driving licence may exchange it for a driving licence issued by the Kyrgyz Republic. This was announced by the State Centre for Vehicle Registration.
According to the agency, to exchange a foreign driving licence, there must be at least 1.5–2 years remaining before it expires.
To exchange their licence, citizens must apply to the Vehicle Registration Centre and submit an application form, their driving licence, a medical certificate (Form No. 083) and a receipt for payment of the state fee.
Once the application has been submitted, officials send an official request to the country that issued the foreign driving licence. Once the issuance of the document has been confirmed, the driving licence is exchanged for a Kyrgyz licence.
In addition, the applicant must pass a driving test to obtain a driving licence.
If the country that issued the licence is a signatory to the Vienna Convention on Road Traffic, only the practical test needs to be taken.
If the country is not a signatory to the Vienna Convention, the applicant will need to pass both the theory and practical tests.
