The Cabinet of Ministers has amended the rules for selecting investment projects

The Cabinet of Ministers of Kyrgyzstan has approved amendments to the rules for selecting national investment projects and projects of national importance, and has also decided to proceed with the industrial park project in the Naryn Region. These matters were considered at a meeting chaired by Adylbek Kasymaliev on 6 November.

The amendments to the rules for selecting investment projects provide for expanded opportunities for state support for strategically important projects in the field of subsoil use. There are also plans to improve the procedures for selecting and supporting national investment projects and projects of national importance.

Furthermore, the Cabinet of Ministers has amended the regulations governing the ‘Bishkek’, ‘Karakol’, ‘Leylek’, ‘Maimak’ and ‘Naryn’ free economic zones. These are aimed at creating favourable conditions for attracting foreign investment and regional development.

A separate decree approved the implementation of an investment project for the construction and operation of an industrial park for energy-intensive, low-carbon manufacturing in the Naryn Region.

At the meeting, Adylbek Kasymaliev also presented data on economic growth and investment. According to him, Kyrgyzstan’s GDP increased by 11.1 per cent in 2025 and by 10.8 per cent over the first nine months of 2026.

The volume of foreign direct investment in 2025 amounted to $1 billion 310.8 million. In the first half of 2026, $709.9 million in foreign direct investment flowed into the country’s economy.

The Prime Minister emphasised that investment projects must deliver economic returns for the state and be in line with national interests. He instructed that draft regulatory legal acts submitted to the Presidential Administration be thoroughly reviewed, and that clear regulations be put in place governing calculations, reporting and monitoring of project implementation.
