06/08/2026, 13:09The Cabinet of Ministers of Kyrgyzstan has decided to liquidate the Skills Development Fund, an institution operating under the Ministry of Labor, Social Security and Migration. The corresponding resolution was signed by Chairman of the Cabinet of Ministers Adylbek Kasymaliev.
The decision was made as part of efforts to optimize the structure and operations of the ministry and its subordinate organizations.
According to the resolution, the Ministry of Labor must establish a liquidation commission and carry out all necessary procedures for the closure of the institution in accordance with civil legislation. The ministry has also been tasked with resolving issues related to legal succession, transfer of assets, settlement of financial obligations, and allocation of remaining budget funds.
In addition, the ministry must submit the required documents to remove public services previously provided by the fund from the relevant state registries.
As a result of the liquidation, the government resolution of November 13, 2020, which established the Skills Development Fund, will be repealed. Several provisions of subsequent Cabinet resolutions regulating the activities of the ministry’s subordinate institutions will also lose legal force.
The resolution also approves a new management structure for the Ministry of Labor, Social Security and Migration.
The document will enter into force 10 days after its official publication.
The Skills Development Fund was established in 2020 to implement vocational training, retraining and professional development programs, as well as to support the development of skills demanded by the labor market. The future allocation of its functions and responsibilities will be determined during the liquidation process outlined in the government resolution.
