The Cabinet of Ministers has revised the transfer of the “Kyrgyzkomur” ports to Balykchy

The Cabinet of Ministers of Kyrgyzstan has revised the terms for transferring Ports No. 1 and No. 2 of the “Balykchy” branch of the state-owned enterprise “Kyrgyzkomur” to municipal ownership. The corresponding amendment has been made to Resolution No. 408 dated July 11, 2025.

According to the new version, paragraph 2 of the resolution, which provided for the liquidation of the “Balykchy” branch following the transfer of port infrastructure to the city administration, has been repealed.

Initially, the document envisaged a comprehensive reform. Specifically, it called for the transfer of ports, along with their property complexes and personnel, to the city; the simultaneous liquidation of the Balykchy branch; and the use of the facilities for tourism infrastructure—a cultural and recreational center, tour routes, and boat tours on Lake Issyk-Kul.

Now, the liquidation of the branch has been canceled. Since the Balykchy branch plays a role in the coal supply system, its closure could affect supply logistics. Thus, the Kyrgyzkomur structure in Balykchy will remain intact. Meanwhile, the ports are still in the process of being transferred to the municipality, and the balance between industrial functions and tourism development is being adjusted.

It should be recalled that the transfer of the ports was initially viewed as a measure to support the development of Balykchy and the formation of a tourism cluster on the shores of Issyk-Kul. At the same time, the facilities were prohibited from being alienated and were required to be used strictly for their intended purpose.
