Cabinet of Ministers introduces fee for use of digital notarial system

The Cabinet of Ministers of Kyrgyzstan has approved a mechanism for charging a fee for the use of the Unified Notarial Information System. The document was signed by the Prime Minister, Adylbek Kasymaliev.

The fee will be charged to private notaries when performing notarial acts and providing related technical services via the system.

The tariff will be determined by the Ministry of Justice of the Kyrgyz Republic in consultation with the antitrust authority.

The funds collected are to be used to support and develop the system’s infrastructure, including technical maintenance, cybersecurity and the implementation of new functional solutions.

Payment will be made via integrated electronic services, including the use of QR codes.

The Ministry of Justice has been tasked with ensuring the technical implementation of the mechanism and the introduction of payment instruments.

The introduction of the fee marks a transition to a model of partial self-financing of the notarial service’s digital infrastructure.

The resolution comes into force seven days after its official publication.
