03/18/2026, 12:16The Cabinet of Ministers of Kyrgyzstan has amended the procedure for administering non-tax payments in the subsoil use sector. The relevant decree was signed by the Prime Minister, Adylbek Kasymaliev.
Amendments have been made to the regulations governing the Ministry of Natural Resources, Ecology and Technical Supervision of the Kyrgyz Republic and its subordinate bodies.
According to the document, provisions relating to direct involvement in the process of calculating fees for the retention of subsoil use licences have been removed from the department’s remit. Instead, powers have been established to approve calculations submitted by subsoil users, as well as to monitor the accuracy of calculations, reporting and adjustments.
Similar changes have affected the Kyrgyz Geological Service.
Thus, state bodies are shifting the focus from participation in calculations to their verification. This may indicate an attempt to increase the transparency of the system and reduce administrative risks in the sector.
The decree comes into force 15 days after its official publication.
