05/26/2026, 11:40The Cabinet of Ministers of Kyrgyzstan has introduced temporary measures to stabilise prices for fuel and lubricants. The state intends to subsidise fuel imports, regulate retail prices and amend the deadlines for the payment of excise duties for oil traders. The relevant decree came into force on 25 May 2026.
According to the document, subsidies will be provided to fuel importers and distributors from 25 May to 30 September 2026. The amount of these subsidies will be determined as the difference between current purchase prices and the fixed fuel prices set by the state.
To calculate the subsidies, the Cabinet of Ministers has approved the following fixed prices on a delivered basis to the Turksib and Sary-Agach railway stations:
— AI-92 petrol — $860 per tonne;
— AI-95 petrol — $940 per tonne;
— diesel fuel — $950 per tonne;
— liquefied petroleum gas — $575 per tonne.
At the same time, the authorities are introducing temporary state regulation of fuel prices. AI-95 petrol has been officially included in the list of socially significant goods. The Ministry of Economy and Trade has been tasked with setting maximum retail prices for fuel.
Furthermore, the State Tax Service has, until the end of September, amended the deadlines for paying excise duty on the production and import of petrol, diesel fuel and liquefied gas. Taxpayers will now be able to pay the excise duty by the 20th of the month following the reporting period.
The Ministry of Finance has been instructed to identify and allocate funds to finance subsidies.
The Cabinet of Ministers has also temporarily suspended the ban on the import of certain types of crude oil and petroleum products by road transport. The restrictions will not apply until 30 September 2026.
The authorities explain the measures taken by the need to ensure the country’s economic security, an uninterrupted supply of fuel to the market and support for the national economy against the backdrop of an unstable external economic situation.
