What documents are required when exporting goods to EAEU countries?

The EAEU countries are among Kyrgyzstan's largest trading partners. From January to September 2025, exports to this region amounted to $1.36 billion. The State Tax Service reminds exporters of the need to have a complete set of documents when shipping goods.

To ensure smooth border crossing and timely clearance of goods when exporting to EAEU countries, it is important to have a complete set of shipping documents. Mandatory documents include:

  • Agreement (contract) between the exporter and the recipient, specifying the terms of delivery, price, terms and forms of payment.
  • Invoice — a tax document with information on revenue and indirect taxes.
  • International consignment note confirming international carriage of goods.
  • Packing list containing data on the quantity, weight and configuration of goods.
  • Certificate of origin ST-1, issued through Kyrgyz Expertise at the Chamber of Commerce and Industry, confirming that the goods were produced in Kyrgyzstan.
  • Certificates of conformity or declarations of conformity required for goods subject to EAEU technical regulations are issued by Kyrgyzstandart.
  • Phytosanitary and veterinary certificates for products of plant and animal origin.
  • Certificate of conformity for seed products for seed export.

The State Tax Service notes that compliance with these requirements guarantees legal, prompt and unhindered export. Customs authorities check the compliance of documents with the requirements of the EAEU Customs Code, and certificates and other documents are issued through the Single Window and special systems (Tulpar, Kyrgyz Expertise).
