12/12/2025, 09:47Prime Minister Adylbek Kasymaliyev took part in an expanded meeting of the Eurasian Intergovernmental Council, where he outlined key issues requiring coordinated action by EAEU member states.
Speaking on the topic of mutual trade, the head of the Cabinet noted that over the past ten years, its volume has doubled and reached $100 billion, but the share of trade within the Union remains low — less than 15%.
At the same time, he said, the structure of mutual trade for Kyrgyzstan remains concentrated, with 98% accounted for by Russia and Kazakhstan, while the potential for cooperation with Armenia and Belarus “is far from being fully exploited.”
Kasymaliyev stressed that expanding the structure of trade requires creating conditions not only for access to raw materials and financial resources, but also to new technologies, and that the Union's strategic goal is to form modern production chains, stimulate innovation, and strengthen technological sovereignty.
The head of the Cabinet paid special attention to e-commerce, which he called one of the key drivers of the economy. Despite the Union's timely steps to develop it, the existing regulations, according to him, “do not cover all the issues of the rapidly growing market.” These issues include taxation, recipient identification, and regulation of cross-border deliveries through marketplaces.
“Our common goal is to ensure full and real access to the common market for businesses in all member states, consistently removing excessive barriers and creating a predictable, comfortable environment,” he said.
Kasymaliyev also stressed the importance of developing human capital. Expanding cooperation in education and the recognition of qualifications, he said, will create a single space of opportunities for citizens of EAEU countries and strengthen the integration potential of the union.
