Kilim Bank has been officially registered with the Ministry of Justice. Who is its head?

Kylim Bank has been officially registered with the justice authorities. The bank was registered with the Ministry of Justice on 15 September, five days after the National Bank gave permission for its creation.

The sole founder of the bank is the Ministry of Finance, meaning that it is being created with 100% state participation. The authorised capital will be at least 1 billion KGS, which is a requirement of the National Bank of the Kyrgyz Republic for all newly established banks.

The newly created Kylim Bank, established to service operations on the Kyrgyz stock market, is headed by Askhat Kanybekovich Kedeybaev. According to the state register, he has been appointed the first head of the financial institution.

Previously, Kedeybaev worked at Demir Kyrgyz International Bank CJSC, where he held the position of senior specialist in the acquiring sector of the retail marketing department at the head office. In particular, in 2019, the Union of Banks of Kyrgyzstan awarded him a letter of appreciation for his professional achievements and contribution to the development of the banking sector.

Thus, Askhat Kedeybaev made a serious career leap from senior specialist in one of the departments to head of a newly created bank.

It should be added that the decision to establish Kylim Bank was made by a resolution of the Cabinet of Ministers on 26 December 2024, and the National Bank of Kyrgyzstan issued a licence for its establishment on 10 September 2025, i.e. nine months later. The Ministry of Finance, or more precisely, the board of directors and the supervisory board of the bank elected by it, is responsible for organising the licensing and registration process of the bank on behalf of the Cabinet of Ministers.
