Kyrgyzstan Initiates Gradual Excise Tax Increase on Alcohol Products from 2026 to 2029

The Ministry of Economy and Commerce has initiated a draft resolution of the Cabinet of Ministers to amend tax legislation. The document provides for a gradual increase in excise tax rates on alcoholic beverages from 2026 to 2029, as well as the abolition of excise tax exemptions and mandatory labeling for children's sugar-containing beverages.

The following excise tax rates are proposed:

Spirits, vodka, liqueurs, fortified beverages, fortified juices, and balms: from 160 soms per liter in 2025 to 200 soms in 2026 (an increase of 40 soms). In subsequent years, the rate will increase by 20 soms annually, reaching 260 soms per liter by 2029.

Wine: from 20 soms per liter in 2025 to 25 soms in 2026 (an increase of 5 soms). The rate will then increase by 5 soms annually, reaching 40 soms per liter in 2029.

Sparkling wines, including carbonated wine and champagne: from 45 soms per liter in 2025 to 50 soms in 2026, with an annual increase of 5 soms until 2028 (60 soms), and in 2029, the excise tax rate is proposed to be set at 70 soms per liter.

Cognac (except cognac spirit): from 100 soms per liter in 2025 to 140 soms in 2026 (an increase of 20 soms). The rate will then increase annually, reaching 200 soms per liter by 2029.

Beer: from 17 soms per liter in 2025 to 20 soms in 2026, 25 soms per liter in 2027, and 30 soms per liter from 2028.

The ministry explained that the adjustment is aimed at reducing the consumption of harmful products and harmonizing Kyrgyzstan's tax policy with international practice. The increase in rates will also increase revenues to the state budget.

The draft resolution was published on August 5, 2025, on the Unified Portal for Public Discussion of Regulatory Acts.
