Kyrgyzstan approves entry and stay procedures for the Tamchy special economic zone

The Cabinet of Ministers of the Kyrgyz Republic has approved procedures for controlling access, issuing special visas and establishing requirements for staying in the Tamchy special financial investment zone. The resolution will come into force seven days after its official publication.

According to the document, the organisation of the zone's work involves:

  • Round-the-clock border control and the operation of checkpoints on the territory of Tamchy;
  • Equipping all checkpoints with telecommunications operators' equipment to record the entry and exit of persons and vehicles;
  • Creation of a dedicated exit system (Dual-Gate System) at Issyk-Kul International Airport in the village of Tamchy;
  • Possible increase in the number of border and customs personnel to ensure control and compliance with the regime.

The State Customs Service will control goods transported across the border of the zone in accordance with international agreements and national legislation in the field of customs regulation. At the same time, goods imported into Tamchy will be placed under the customs procedure of a free customs zone, which provides for a special regime of circulation without payment of customs duties until their release into free circulation.

The Ministry of Foreign Affairs and the State Committee for National Security will ensure the issuance of special category visas through the ‘Electronic Visa’ portal, and the Ministry of Finance will provide support in the construction and adaptation of checkpoints.

The Tamchy management company will coordinate interaction with state bodies on the implementation of the procedure. Control over the implementation of the resolution is entrusted to the Office of the President and the Cabinet of Ministers for control over the special zone.

The resolution was signed by the Chairman of the Cabinet of Ministers, A. Kasymaliyev, on 18 February 2026.
