06/17/2025, 13:46On June 17, the Committee on Transport, Communications, Architecture and Construction of the Jogorku Kenesh approved in the third reading the draft Digital Code, as well as related bills - on enacting the code and on amending some legislative acts.
The initiator is the Chairman of the Cabinet of Ministers.
The documents are aimed at creating a legal framework to protect the rights of citizens in the digital space, developing the digital economy and increasing the country's investment attractiveness. It provides for the formation of clear and predictable rules of behavior in the digital environment, taking into account the interests of all participants.
Earlier in the second reading of the draft, the deputies criticized it. Kamila Taliyeva reminded of complaints about CSCs and notaries, as well as problems with the application “Tunduk”. Meder Aliyev noted the slow pace of digitalization, and Dastan Bekeshev said that in the field of transport registration “there is no digitalization”. According to Guli Kozhokulova, the code so far "serves the interests of a narrow group, not the state.
