03/05/2026, 18:04Prime Minister Adylbek Kasymaliyev has approved the Regulation on the National Digital Ecosystem. The document defines the rules for the functioning of a unified system for the exchange of digital data between government agencies, businesses, and citizens.
One of the key decisions was to grant new powers to the state institution Kyzmatt under the administration of the president. It has been designated as the certification center for the national digital ecosystem.

In effect, Kyzmate is becoming the structure through which the technical authentication of participants will take place when connecting state information systems and digital services.
The regulation itself was developed to implement the Digital Code of the Kyrgyz Republic and create a unified digital environment. In this system, state bodies, local self-government bodies, legal entities, and individuals will be able to exchange data and use digital services.
The document also defines the participants in the national digital ecosystem, their rights and obligations, the procedure for maintaining a digital registry, data sources, and rules for processing them. In addition, it specifies standards for digital interaction through the Tunduk system, the architecture of the State Services Factory, and the mechanism for resolving user disputes.
