01/20/2026, 09:56Bishkek City Hall plans to allocate about 50–52 billion KGS for the development of annexed territories as part of the roadmap for 2026–2030. This is evidenced by data from the city development plan.
In the summer of 2024, eight aiyl aimaks, including 24 settlements, were transferred to the administrative jurisdiction of the city. As a result, the city's area increased from 12.9 to 41 thousand hectares. The total area of the transferred land is 15,588.96 hectares of agricultural land located in the new territories. Among the transferred facilities are 15 kindergartens, 18 general education schools, 11 libraries, 27 cultural and sports facilities, and 16 medical institutions.
"Despite the expansion of the borders, the transferred territories are characterised by a lack of social facilities and poorly developed engineering networks. Most schools, kindergartens and cultural facilities require major repairs and modernisation. Among the problems are the lack of a developed road infrastructure, low levels of centralised water supply and sewerage systems, and limited electricity supply," according to a statement from the Bishkek City Hall.
Thus, most of the funds will be directed towards engineering infrastructure — the construction and modernisation of treatment facilities, sewerage collectors and water supply systems. The largest projects in this area alone are estimated to cost tens of billions of KGS.
Significant expenditures are also planned for the construction of kindergartens, schools, roads and public amenities in the Leninsky, Pervomaisky and Sverdlovsky districts, which include the annexed territories.
The projects are planned to be implemented in stages until 2030. However, the actual amount of funding will depend on budgetary capabilities and the pace of implementation of individual projects.
