08/31/2026, 13:39The agreement on the provision of services to participants in the cross-border interbank payment system was included in the package of documents drawn up following negotiations between the President of Kyrgyzstan, Sadyr Zhaparov, and the President of the People’s Republic of China, Xi Jinping. The signing ceremony and exchange of documents took place on 31 August as part of the Chinese leader’s state visit.
The payment agreement was one of the documents in the financial section of the bilateral cooperation framework. However, the official list contains only its title. The organisations party to the agreement, the names of the signatories and the terms of service for participants are not specified. Nor is the name of the payment system specified.
Earlier, Foreign Minister Zheenbek Kulubaev stated that Kyrgyzstan and China are developing interbank cooperation and introducing modern payment instruments. In his view, this should strengthen financial ties and help to reduce currency risks.
The Ministry of Economy and Trade of Kyrgyzstan and the Ministry of Commerce of China have signed a memorandum of cooperation on e-commerce. They have also prepared a joint statement on the progress of negotiations regarding a draft agreement on trade in services and investment. The statement specifically refers to the progress of the negotiations, rather than the conclusion of the agreement itself.
In addition, the Kyrgyz Ministry of Economy has signed a memorandum of cooperation with the Chinese Ministry of Industry and Information Technology and a separate document on conformity assessment with the State Administration for Market Regulation of the People’s Republic of China.
Kyrgyzstandard and the Chinese National Market Supervision and Standardisation Administration have agreed on an action plan for 2026–2028.
The Ministry of Water Resources, Agriculture and Processing Industry of Kyrgyzstan and the General Administration of Customs of China have concluded three protocols. These set out the requirements for exports from Kyrgyzstan:
These documents concern quarantine, sanitary and phytosanitary requirements for exports. The report does not specify the volumes or timelines for these supplies.
Furthermore, the Kyrgyz Ministry of Agriculture and the Chinese Ministry of Agriculture and Rural Affairs have agreed on a cooperation plan for 2027–2030.
The Cabinet of Ministers of Kyrgyzstan and the Chinese Government have concluded an agreement on the construction of a road border bridge in the vicinity of the ‘Bedel’ border crossing point across the Uzöngü-Kuush River. The package also included exchange of letters regarding the construction and technical equipping of the border crossing point itself.
The governments of the two countries have formalised an agreement on the state border regime and a memorandum on deepening cooperation on the ‘China–Central Asia–Europe’ express rail services.
The State Customs Service of Kyrgyzstan and the General Administration of Customs of China concluded an agreement on cooperation in the management of Kyrgyz-Chinese border crossing points.
At the intergovernmental level, Sadyr Zhaparov and Xi Jinping signed a Treaty on Everlasting Good-Neighbourliness, Friendship and Cooperation, as well as a joint declaration on the high-quality development of a comprehensive strategic partnership in the new era.
Other documents cover science, education, culture, sport, medical equipment and media cooperation. Sister-city relationships have been established between the Issyk-Kul Region and the Xizang Autonomous Region of China, as well as between the Osh Region and Sichuan Province.
