Kyrgyzstan’s Ministry of Finance to Gain New Powers to Manage Public Finances

The Cabinet of Ministers has expanded the powers of the Kyrgyz Ministry of Finance. The ministry will develop electronic auditing, evaluate the effectiveness of state investment projects, manage the Stabilization Fund, and introduce new financial instruments.

The changes were made to Cabinet Resolution No. 253 of November 15, 2021, which regulates the work of the Ministry of Finance. Resolution No. 716 was signed by Prime Minister Adylbek Kasymaliev on October 22, 2026.

According to the document, the ministry will assume additional responsibilities in several areas.

Budget and Investment Management. The Ministry of Finance will develop a methodology for evaluating the effectiveness of state investment projects, analyze investment initiatives, and monitor the performance of state investment programs. The ministry will also work on developing program-based budgeting and monitoring the achievement of budget program targets.

Stabilization Fund. The Ministry will serve as the executive body responsible for managing the fund. Its tasks will include managing accounts, transferring funds in accordance with presidential decisions, and financing activities using the fund’s resources. The Ministry of Finance will also prepare draft decisions on the allocation of funds and reports on their receipt and use.

Electronic Audit. The Ministry must ensure the creation and development of an electronic audit system in the field of public finance management. This system provides for the automated analysis of financial transactions by government agencies and organizations, the preparation of analytical reports, and the monitoring of financial risks.

Interbudgetary Relations. The Ministry of Finance will coordinate interactions with local government bodies on issues related to the formation, allocation, and use of intergovernmental budget resources.

In addition, the ministry will undertake the development of financial instruments to attract resources and improve the efficiency of managing government financial assets and liabilities. The document also provides for the financing of construction, major repairs, and reconstruction of facilities through the issuance of government treasury bonds.

A separate provision establishes the obligation to create special channels for reporting corruption offenses and attempts to induce their commission. Reports may be submitted via the official website, publicly accessible information systems, secure electronic and mobile hotlines, and other channels.

The resolution will take effect 10 days after its official publication.
