Kum-Shagyl has extended its external administration until January 2027

Kum-Shagyl, a closed joint-stock company, has extended the term of its temporary external administration. It will remain in effect from October 24, 2026, through January 19, 2027. This is yet another extension of the administration, which was introduced in February 2024 amid a dispute over the quarry and the suspension of the company’s operations.

The Cabinet of Ministers adopted the corresponding Resolution No. 712 on October 20, 2026. The document was signed by Prime Minister Adylbek Kasymaliev.

Amendments were made to Resolution No. 89 of February 29, 2024. The State Agency for State Property Management has been instructed to propose a candidate for the position of temporary external administrator and to notify the state registration authority for legal entities of the imposition of external administration.

The resolution states that the measure is aimed at eliminating violations of requirements in the areas of subsoil protection, environmental safety, and industrial safety that pose a direct threat to human life or health.

What Happened to “Kum-Shagyl”

In February 2024, the company’s operations were suspended following the revocation of its licenses for mining and quarry development. The Bishkek City Hall stated at the time that the quarry site south of Microdistrict 12 belonged to the municipality based on a deed dated December 1, 2023; however, the company continued to operate the quarry. The Geology Commission made the decision to revoke the licenses on February 7, 2024.

On February 29, 2024, the Cabinet of Ministers placed the company under temporary external administration. By early March, the company had resumed operations. However, the authorities’ decision sparked controversy: company representatives claimed it was unlawful and stated their intention to challenge the actions of government agencies.

The term of external administration has been extended repeatedly. Specifically, in November 2025, it was extended until February 8, 2026, and in July 2026, until October 24, 2026. The term is now set to expire on January 19, 2027.

The new resolution takes effect on October 24, 2026.
