04/11/2026, 13:30The Ministry of Finance of Kyrgyzstan has updated its plan for implementing the anti-corruption strategy. It emphasizes the launch of a fully functional mechanism for paying cash rewards to citizens who report corruption. To date, this mechanism has not been operational in practice, despite its existence in law.
The relevant changes were formalized by a ministry order dated March 31, 2026.
Under current law, whistleblowers are already entitled to a reward of up to 1 million KGS from funds recovered by the state. However, in practice, this mechanism has not been widely used due to the lack of clear procedures.

Thus, this is not about introducing a new measure, but about implementing an existing regulation in practice.
Under current regulations, payments will be made only upon confirmation of corruption and the return of funds to the budget. This means that whistleblowers can expect a reward only in the event of a successful investigation.
The initiative is being implemented as part of the first phase of the national anti-corruption strategy for 2025–2030. Funding is provided from the national budget and funds from development partners.
