02/18/2026, 15:45The eighth meeting of the Interdepartmental Commission on Debureaucratisation of the State System was held at the Administration of the President of the Kyrgyz Republic, chaired by the head of the Cabinet, Adylbek Kasymaliyev.
The main topic of the meeting was the implementation of protocol instructions within the framework of the presidential decree of 10 March 2025 ‘On additional measures to improve the efficiency and debureaucratisation of the civil service system of the Kyrgyz Republic’. Participants discussed accelerating digitalisation, simplifying administrative procedures and improving the quality of public services.
Finance Minister Almaz Baketaev presented information on budgetary support for initiatives, including the possible reorganisation of the Treasury's functions with the transfer of operations and personnel to the state bank ‘Kylim Bank’.
Minister of Health Kanybek Dosmambetov reported on the implementation of Presidential Decree No. 331 of 28 November 2025 on enhancing the capacity of state health care organisations. Following the report, the head of the Cabinet of Ministers issued a verbal reprimand to the minister for the untimely execution of some of the instructions and instructed him to strengthen control over the implementation of the commission's decisions.
Representatives of the Supreme Court and the Prosecutor General's Office reported on the progress of the digitisation of the judicial system and the introduction of electronic document management. It was noted that the requirement for full-format online broadcasting of court hearings has not yet been fully implemented. The relevant structures have been instructed to ensure control and coordination of the technical conditions for live broadcasting.
Minister of Science, Higher Education and Innovation Gulzat Isamatova was also given a verbal warning in connection with the slow progress in preparing regulatory acts to expand the independence of the National Academy of Sciences.
Following the meeting, the Chairman of the Cabinet of Ministers instructed to strengthen interdepartmental coordination, ensure monitoring of the implementation of instructions and give priority support to pilot projects on digitalisation and debureaucratisation. He stressed that reducing bureaucratic procedures remains one of the key areas of state policy.
