10/25/2025, 10:57It may become easier to obtain state subsidies for seeds in Kyrgyzstan. The government has submitted a draft resolution for public discussion that simplifies the paperwork and reduces the time required to review applications. The discussion will continue until November 8.
The draft was prepared as part of the implementation of the presidential decree “On additional measures to improve the efficiency and debureaucratization of the civil service” and is actually aimed at relieving agricultural producers of unnecessary paperwork.
The main change is the abolition of mandatory notarization of documents. Applicants will be able to submit regular copies, keeping the originals for themselves. District commissions will make decisions on applications within seven working days, not unanimously as before, but by a majority vote.
The draft also excludes a number of points that slowed down the payment process. For example, excessive control, which often led to delays in the transfer of subsidies to seed farms, will be removed.
