There are calls to ban monopolists from refusing to supply goods to the state reserve

The Ministry of Emergency Situations of Kyrgyzstan has drawn up a new version of the law ‘On the State Material Reserve’. The draft was published on 9 September on the Unified Portal for Public Consultation on Draft Legislative Acts.

The document sets out the procedure for the formation, storage and use of the state reserve. This refers to stocks of grain and other material assets required in the event of emergencies, the imposition of martial law, the provision of humanitarian aid and the safeguarding of food security.

According to the draft, suppliers holding a dominant position in the commodity market, as well as monopolistic enterprises, will not be able to refuse to enter into contracts for the supply of products to the state reserve.

The state reserve is also intended to be used to support specific sectors of the economy, stabilise the domestic market in the event of imbalances between supply and demand, and exert a regulatory influence on prices and commodity markets.

The draft provides that budgetary organisations will be able to purchase, from a single source, goods released from the state reserve to ensure the timely replenishment of stocks. At the same time, information on the volumes of accumulation, deliveries, allocation and actual stocks will be classified as a state secret.

It is planned to finance the maintenance and replenishment of the state reserve from the republican budget and other sources not prohibited by law.
