New state fees introduced for migration services for foreigners in Russia

Amendments have been made to the Tax Code of Russia, according to which, from 1 September 2025, new state fees will be introduced for foreign citizens, including citizens of Kyrgyzstan, for obtaining migration services.

State fees are set at the following rates:

• for registering a foreign citizen in Russia at their place of residence (when submitting a notification of the arrival of a foreign citizen at their place of residence) – 500 roubles. However, this state duty will not apply to foreign citizens participating in the experiment to introduce additional mechanisms for registering foreign citizens during their stay in the Moscow region through access to mobile device geolocation;
• for extending the temporary stay of a foreign citizen in Russia (when affixing a stamp on the migration card) – 1,000 roubles.

In this regard, the Ministry recommends that citizens of Kyrgyzstan staying in Russia familiarise themselves with the above state duty rates and take them into account when visiting the migration authorities of the Russian Federation.
