07/22/2025, 10:05On 1 July this year, fines for not having compulsory motor third-party liability insurance (OSAGO) officially came into force in Kyrgyzstan. However, despite this, the number of insured vehicles one month before the fines came into effect remained less than half of the country's total vehicle fleet.
There are 1,248,810 privately owned cars registered in Kyrgyzstan. However, at the end of the first half of 2025, only 538,381 car owners, or 43.11% of the total, had taken out MTPL insurance. Thus, despite a significant increase in the number of insured vehicles by 147.6% compared to the same period last year (in 2024 there were 217,468), the majority of car owners are still not covered by compulsory motor insurance.
Compared to other CIS countries, insurance coverage in Kyrgyzstan remains extremely low, indicating the need for further work with the population to raise legal literacy and awareness of the importance of motor third-party liability insurance.
Statistics also confirm the relevance of insurance. According to the National Statistical Committee, in 2024, 7,102 road traffic accidents were registered in Kyrgyzstan, an average of 19 accidents per day. The causes of road accidents include speeding, driving into oncoming traffic, improper manoeuvring and driving under the influence of alcohol. Moreover, 88.3% of accidents are caused by drivers.
In order to speed up the process of obtaining compulsory motor third party liability insurance, Finnadzor proposes allowing contracts to be concluded in the form of electronic insurance policies.
