State Committee for National Security of the KR: Illegal legalisation of land plots uncovered in Sokuluk district

The State Committee for National Security of the Kyrgyz Republic reports the discovery of new facts of fraud in the legalisation of land plots in the Sokuluk district of the Chui region.

As part of a criminal case initiated on 18 July this year on charges of fraud, a citizen of Kyrgyzstan, A.U.O., born in 1991, was detained.

According to the investigation, the detainee was involved in the illegal sale of land plots in the territory of the VOSST-2 Kozhomkulsky Ayyl Okmotu, dividing them into shares of 400 square metres each. A total of 8.1 hectares of land was sold within the boundaries of plot No. 295 (areas of 6.75 and 1.35 hectares).

When selling the land, the detainee promised buyers that he would provide the necessary infrastructure and legalise the plots. However, in reality, these commitments were not fulfilled. Moreover, some of the plots sold were originally intended for the construction of social and cultural facilities, as required by land legislation and the decisions of the relevant commissions. Instead, pursuing personal gain, A.U.O. sold these plots to private individuals, thereby deliberately delaying the process of their legalisation.

According to the GKNB, such actions have a destabilising effect on the situation in the region and undermine public confidence in the land reform process.

As part of ongoing investigative and operational measures, other persons involved in similar schemes, including so-called ‘hectare dealers,’ are being identified. The investigation is looking into their role in organising protests and manipulating public discontent for personal gain.

The GKNB reminds that the fight against illegal land legalisation remains one of the agency's priorities.
