12/19/2025, 15:17Kyrgyzstan has seen an increase in the cost of paid services—by an average of 9.1%, which had an impact on inflation by the end of 2025, contributing 1.54 percentage points. Services in the education sector have become particularly expensive, rising by 26%, according to the National Statistical Committee.
The main factor behind this increase was the lifting of the moratorium on tuition fee increases at state universities and secondary vocational schools. The lifting of this ban led to a noticeable increase in prices for students and parents.
The moratorium was introduced in 2021 to support students and curb the rise in tuition fees, but in July 2024, the president signed a decree lifting the ban on increasing the cost of educational services. From that moment on, universities began to review their fees.
In addition to education, other paid services also became more expensive. For example, prices in healthcare rose by 10.3%, in leisure and cultural organizations by 8.5%, and in transportation services by 4.9%. Prices in restaurants and hotels rose moderately, by 2.8%.
The average annual inflation rate in Kyrgyzstan at the end of November was 8.1%.
