05/20/2026, 16:55In Kyrgyzstan, a company was selected through a competitive bidding process to build a thermal power plant and a data center in the Chon-Alai District of the Osh Region in partnership with the government under a public-private partnership (PPP). The winning bidder was a limited liability company with foreign participation, “Volt Hash KG.” It turned out that the company was recently registered and had not yet paid any KGS to the budget.
According to the Ministry of Justice, the company was registered on June 27, 2025. Its primary activity is listed as electricity generation by other power plants. Sok Visal is listed as the sole founder and director of the LLC.
However, according to tax service data on the company’s TIN, the LLC did not pay a single KGS in taxes to the budget in 2025 and 2026.
Despite the lack of a tax history and publicly known completed projects in the energy sector, it was “Volt Hash KG” that was selected as the winner of the competition to choose a private partner.
The PPP project involves the construction of a modern thermal power plant in the Chon-Alai district with a phased increase in capacity—from 10–20 MW in the initial phase to 200 MW in the long term. In addition to electricity generation, the project includes the creation of digital infrastructure, specifically a data center, a dispatch and monitoring center, as well as engineering and logistics facilities.
The state partner in the project is the Chon-Alai District State Administration of the Osh Region. The private partner will be responsible for the construction, operation, and management of the facility.
The official project description states that its implementation should help reduce the electricity deficit, enhance the country’s energy security, and create new jobs in the region.
