02/25/2026, 16:59The Cabinet of Ministers of the Kyrgyz Republic has amended Resolution No. 576 of 22 August 2012, clarifying the procedure for metering and paying for electricity. The main innovation of the document is a clear definition of the billing period during which the concluded electricity supply contract determines the procedure for billing and commercial metering.
The new version establishes rules for electricity suppliers, including owners of renewable energy sources (RES) and microgeneration facilities. All metering stations, billing stations and RES facilities must be integrated into a centralised metering system, which will increase the transparency and accuracy of billing.
Separate tariffs are established for free consumers, which apply independently of standard tariffs, as well as requirements for autonomous energy sources: their connection outside the grid is now prohibited. The new rules include mandatory contracts, information on meters and energy flows, as well as technical requirements for energy conservation and relay protection systems.
According to the Cabinet of Ministers, the changes are aimed at optimising payments, increasing the transparency of calculations and stimulating the development of renewable energy. The resolution will come into force 10 days after its official publication.
