10/16/2026, 14:00The Ministry of Labour, Social Security and Migration of Kyrgyzstan is launching a pilot scheme under which sole traders will be able to receive 150,000 KGS for formally employing one unemployed citizen from a low-income or disadvantaged family.
The project aims to develop small businesses and create new jobs. Each entrepreneur will be able to employ up to five people. The funds are provided free of charge and may be used to purchase equipment, machinery and other assets for business development.
When selecting entrepreneurs, consideration will be given to the stability of their income over the previous year, as confirmed by tax returns, the level of the proposed salary, and the ability to train employees in the necessary professional skills. Where applicants meet the requirements equally, preference will be given to entrepreneurs who have previously participated in the ‘Social Contract’ programme themselves.
Project participants must provide vocational training and formal employment for the unemployed in accordance with labour legislation. Employees’ wages must not be lower than the average monthly wage in the relevant administrative-territorial unit.
The pilot project is scheduled to run for 12 months. It will be implemented in Bishkek, Osh, Karakol and the Kadam-Jai district.
Entrepreneurs wishing to take part in the project may contact the social affairs specialists at the aiyl okmotu or the district and city departments of labour, social security and migration. There, they can obtain information on the conditions of participation, the application process and the necessary documents.
