11/06/2025, 20:39Sadyr Zhaparov signed a decree “On the introduction of temporary regulation of issues related to the payment of state fees and other payments by foreign employees associated with registration at their place of residence.”
The document aims to increase Kyrgyzstan's transit potential and investment attractiveness, as well as to implement the investment agreement between the Cabinet of Ministers and the China-Kyrgyzstan-Uzbekistan Railway Company LLC. The agreement provides for the design, construction, financing, operation, and maintenance of the Torugart-Jalal-Abad railway.
According to the decree, from November 6, 2025, to October 31, 2026, foreign specialists involved in the implementation of this investment agreement are exempt from paying state fees and other payments related to registration at their place of residence.
The execution of the decree has been entrusted to the state institution “Kyzmat” under the Presidential Administration and the State Committee for National Security. Control has been entrusted to the department for monitoring the execution of decisions of the president and the cabinet of ministers of the Presidential Administration.
The document comes into force today, November 6.
