Bishkek may change the rules for purchasing land for the construction of high-rise buildings

The Bishkek City Hall has begun preparing a regulatory impact analysis for draft amendments to the procedure for purchasing land plots that developers receive for temporary use for the design and construction of apartment buildings. The document proposes amendments to Bishkek City Council Resolution No. 139 of January 14, 2020.

The key idea behind the reform is to make the land purchase procedure more transparent and bring it into line with the requirements of the Land Code of the Kyrgyz Republic. In particular, it is proposed to introduce a unified mechanism for assessing the value of land and to use collateral as a guarantee of the fulfillment of obligations by developers.

The mayor's office notes that the current regulations are partially outdated: they contain unnecessary administrative procedures and do not take into account modern methods of land valuation. This creates legal uncertainty and limits potential revenues for the city budget.

The updated rules are expected to eliminate conflicts in legislation and increase budget revenues through a more transparent and fixed system of payments for land purchases.
