Starting April 1, restrictions on electricity supply during peak hours will be lifted

With the end of the 2025–26 fall-winter period, and on the instructions of Energy Minister Taalaibek Ibraev, power restrictions imposed during peak hours will be fully lifted starting April 1, 2026.

Previously, temporary power reductions were implemented due to low water levels in the Toktogul Reservoir, as well as to ensure a stable and uninterrupted supply of electricity generated nationwide to all consumers. Specifically, power supply capacity was reduced during peak load hours—from 6:00 a.m. to 9:00 a.m. and from 6:00 p.m. to 10:00 p.m.

Accordingly:

  • for single-phase consumers, capacity was reduced from 5 kW to 3 kW;
  • for three-phase consumers, the power supply was reduced from 8 kW to 5 kW.

Had these measures not been taken, electricity consumption during peak hours could have risen sharply, which would have caused the water level in the Toktogul Reservoir to drop to a critical level.

Thanks to the prompt and comprehensive measures taken by energy officials, these risks were averted.

In 2025, electricity consumption increased by 4.7% compared to 2024. The main reasons for the growth in consumption are housing construction, new industrial facilities, an increase in the number of consumers, and the connection of new facilities to the power grid.
As of January 1, 2026, the total number of consumers was 1,621,292 (residential—1,503,813; non-residential—117,479).  In 2025, the number of consumers increased by 36,287, including 30,976 in the residential sector and 5,311 in the non-residential sector.
Nevertheless, in accordance with the reforms implemented by the Ministry of Energy, preparations for the fall-winter period were carried out successfully; capacity was increased through the modernization of outdated equipment, the reconstruction of large hydropower plants, and the construction of small hydropower plants and substations.  It is worth noting that there were no power outages during the fall-winter period.

The reduction in capacity was implemented in accordance with paragraph 79 of the “Rules for the Use of Electricity,” electricity supply contracts, and technical specifications to ensure the stable operation of the country’s unified energy system.
