Sadyr Zhaparov has allowed officials to hold multiple positions without additional compensation

President Sadyr Zhaparov signed a decree introducing temporary legal regulations for individuals holding political, state, and municipal offices. The main feature of the document is the ability to hold several high-level positions simultaneously, but exclusively on a “voluntary basis,” that is, without receiving a salary.

According to the decree, for a period of one year, officials may, by presidential decision, simultaneously hold positions as advisors, assistants, or special representatives of the head of state. They are also permitted to serve on the governing bodies of the “Tamchy” special financial and investment zone and in structures established to implement national investment projects.

At the same time, a separate clause in the decree emphasizes that such work must be performed free of charge—without additional funding from the budget or remuneration from the organizations.

The authorities explain the initiative as a necessity to improve the efficiency of state and municipal governance. In effect, the document temporarily lifts some restrictions on holding multiple positions for political appointees.

If the mechanism proves effective, the new practice will be enshrined in law on a permanent basis.
