Sadyr Zhaparov has authorised the financing of construction projects through government bonds outside the Single Treasury Account

President Sadyr Zhaparov has signed a decree on the temporary procedure for conducting transactions with government treasury bonds to finance the construction, major repairs and reconstruction of facilities.

According to the document, from 1 February to 31 December 2026, proceeds from the placement of such government bonds will not be included in the republican budget’s resources.

The financing of construction, major repairs and reconstruction through the issue of government treasury bonds will also be carried out outside the Single Treasury Account and will not be reflected in the expenditure of the republican budget.

At the same time, liabilities under such bonds will be accounted for in accordance with budgetary legislation and reflected in the structure of Kyrgyzstan’s domestic public debt.

The redemption and servicing of the issued bonds will be carried out using funds from the republican budget in accordance with budgetary legislation.

The Cabinet of Ministers is instructed, following the expiry of the temporary procedure, to submit a report on the results of its implementation and proposals for making the relevant amendments to budgetary legislation.

The decree was signed on 23 September 2026 and comes into force on 1 February 2026.
