The Secretariat for Virtual Assets will become a federal agency and assume some of the Financial Supervisory Service’s powers

A new government agency will be established in Kyrgyzstan to oversee policy implementation and regulate the virtual asset market. President Sadyr Japarov signed the relevant decree on May 28.

According to the document, the National Agency for Virtual Assets and Blockchain Technologies will be established under the Secretariat of the National Council for the Development of Virtual Assets and Blockchain Technologies, which reports to the President.

The new agency will become the authorized body in the field of virtual assets. It will be entrusted with functions related to industry regulation, the issuance of permits, the maintenance of state registries, as well as issues concerning the issuance, circulation, and state registration of virtual assets.

In addition, the Financial Market Regulation and Supervision Service (Finnadzor) must transfer to the agency, within one month, information systems, databases, digital registries, archival materials, and other resources related to the regulation of the virtual asset market.

The head of the National Agency will be appointed and dismissed by the President of Kyrgyzstan. The new agency’s activities will be funded from the republican budget.

As a reminder, the Secretariat of the National Council for the Development of Virtual Assets and Blockchain Technologies was established by presidential decree on May 3, 2025. Its main task was to support the activities of the National Council, coordinate the work of government agencies, and develop proposals for the development of digital assets and blockchain technologies in the country.

The creation of the National Agency signals an elevation of the status of government oversight in this sector.
