The ‘Tamchy’ SFIZ was presented to investors from the Gulf states

The ‘Tamchy’ Special Financial Investment Zone has become a partner of the AIM Congress in Dubai. The Kyrgyz delegation presented the project to government bodies, financial centres and major companies from the Gulf states.

The congress took place from 7 to 9 September and brought together more than 15,000 representatives from over 100 countries. The Kyrgyz delegation was led by Ayaz Baetov, Chairman of the Management Board of the “Tamchy” Special Financial Investment Territory.

On the sidelines of the forum, the Kyrgyz side held dozens of meetings with representatives of the region’s government and business circles. In particular, talks took place with the UAE Minister of Foreign Trade, Tani bin Ahmed Al Zeyoudi, and the leadership of the UAE International Investors Council and the Dubai Chamber of Commerce and Industry.

Discussions were held with Jassem Mohammed Al-Budaivi, Secretary-General of the Cooperation Council for the Arab States of the Gulf, on the development of economic and investment cooperation within the ‘Central Asia–GCC’ framework.

The parties paid particular attention to establishing links between the ‘Tamchy’ Special Financial and Investment Territory (SFIT) and the region’s international financial centres. The delegation held meetings with representatives of the Dubai and Qatar Financial Centres, as well as the Oman Chamber of Commerce and Industry.

The SFIT management presented the territory’s legal and institutional model to investors. This model provides for the application of the principles of English common law, independent regulatory bodies and a judicial system, digital administration and a special tax regime.

The Kyrgyz side proposed that international companies consider ‘Tamchy’ as an additional jurisdiction alongside the financial centres of the Gulf States. The territory is intended to be used for projects both in Kyrgyzstan and Central Asia, as well as at an international level.

Talks were also held with the heads of the Kanoo Group, Cihan Group, BEEAH Capital, PASHA Holding, Al Rais Investments and Al Ghurair Investment. Discussions centred on the potential involvement of these companies in the SFIT, the exchange of expertise and the development of direct business links.

“We see our role as becoming a jurisdiction for international business to develop projects in Central Asia and globally. The interest shown in our project at the forum confirms that there is a demand for this,” said Ayaz Baetov.

The AIM Congress is held annually and is regarded as one of the largest international platforms in the field of foreign direct investment. In 2026, the forum took place for the 15th time.
