Grow first, pay later: the State Tax Service explains the new tax logic

Almambet Shykmamatov, Chairman of the State Tax Service, explained the President’s decision to exempt representatives of the creative economy from tax. According to him, this is not about supporting specific professions, but about creating the conditions for the emergence of new companies, jobs and economic sectors.

The head of the State Tax Service commented on the debate surrounding the initiative to exempt representatives of the creative economy from taxes, including developers, start-ups, the film industry, news websites and bloggers.

According to Shykmamatov, many critics of the initiative point out that they already pay taxes and do not need additional benefits. However, the state is considering the issue from a long-term perspective.

“The President is not looking at today’s blogger, but at the media holding company that may grow out of it in a few years’ time. Not at a lone programmer, but at an IT company that will be able to sell its products worldwide,” he noted.

The head of the State Tax Service emphasised that tax exemptions should be viewed as an investment in the development of new Kyrgyz companies, job creation and the formation of a middle class.

In his view, the state is changing its approach to business development. Whereas previously entrepreneurs had to pay taxes first and then focus on development, the emphasis is now on creating conditions for business growth and consolidation.

Earlier, the president proposed tax exemptions for representatives of the creative economy. The initiative sparked lively public debate, particularly among bloggers and content creators.
